How can I grant average users access to the file manager in the admin tab? 

I see there is a thingy in the file manager for granting permisions, but how do I allow users to actually access that tab?

this is currently not possible without a 3rd party module.

Sebastian,

Can you recommend a 3rd party module for this?  I want to let many users fully manage their own images/files via the image/file templates used to upload, including the ability to delete them when no longer needed. Through the file manager, they each have their own folder assigned and can successfully upload files/images, I just want them to get rid of files no longer needed.  I posted about this here, but have got no response yet:

AFAIR there have been free modules from Effority.net and dnnapp.com.
