I was having this same problems. I tried a couple of the methods above but to no avail.

I tried several ways to export and/or create a template. I could see the template files when viewing the site via FTP, but they weren't showing up in the templates folder.

I went to File Manager under Admin and tried to UPLOAD a template file into the templates folder to see if that would work. What happened when I tried to do this is I got an error message saying that .template was not a valid type of file for upload...hmmmm...

I went into my Host settings, and added .template as a valid file type for uploading. Then I went back to Admin File Manager and clicked the "Synchronize Files" with Recursive checked. (I still couldn't view the template files until I took this step).

After I did this ALL OF THE .TEMPLATE FILES DISPLAYED, yea!!!

I actually haven't tried to use one yet, I was just so excited to see them listed in the Page admin that I wanted to post right away since I saw a couple recent posts.
