 I got hit by this recently. I feel this is definately the IIS app pool getting "stuck". Recycling it always clears up the problem. However, that is not a "solution".

So far this has worked:
1) Have a service "ping" my site every 15 minutes (however whenever my server is rebooted, "sometimes" the site comes up with the "Under Contruction" page

2) Give the DNN site it's own Application pool

3) Have that application pool recycle every 6 hours (http://www.microsoft.com/technet/prod...)

1-2 days ago, even dotnetnuke.com showed underconstruction error. I hope that caught dnn corp's attention.
