I have found another symptom in this issue.  While ALL admins in this portal are unable to upload files, the host users have not problems at all.  The entire portal works as expected.  Just non-host users are affected - and only on this single portal in the entire DNN instance.

Just so we can rule it out - you're not using the AD Authentication provider, correct?

What you have describes almost sounds like the Administrators role for the site is hosed.

You don't by any chance have a page named "Administrators" on this site, do you? I have found that giving pages names that match the names of providers or other key components can cause some real issues.

I would also look at the 'Roles' table and compare the Administrators role for this PortalID to the administrators row of another portal on that same installation...then look out to the tables that reference this one.

This instance isn't using AD at all.

I haven't found any existing or "deleted" pages that are named "Administrators".

So far, I haven't found any problems with the Administrators role in the database yet.  However, I am in the process of checking all of the tables that reference that table still.

Great suggestions, though!

You've probably already solved this or moved on, but...

I ran into the same problem tonight when adding a new Portal to one of my installs and have been tediously going through database records.

It turns out I was in "View" mode, not "Edit" mode - changing to Edit mode fixed it.  D'oh!!

Unfortunately, I have not fixed this.  I have had to put this off until another week or two.  Did you find an edit value in the database?  Otherwise, this portal is in Edit mode, which pretty much defines the reason for the post.  :(
