I am not all that familiar with SQL Express yet. One thing you could try is to use the SQL tab under the Host menu. Here you could do a select * from moduleSettings where ModuleID = (your module id for the forum).

Once you see the setting, and its value, you can change it to something else. Without looking carefully, I cannot tell you what all that would be yet.

finally, i connected via visual web developer express, found the empty entry in the table you mentioned (ModuleSettings), re-entered the default value (0) and voilá... my forum works again.

thanks a lot for your fast & professional help
