So as of today I've downloaded the newest release of DNN.  I downloaded the website Install copy.  I extracted it directly on the server (Windows Server 2003 - .NET 3.5), modified the Web.Config file with the appropriate database settings (using SQL Server 2008 R2), set the appropriate permissions on the install folders and begain the Install Wizard.

Everything seems to go fine.  I go through the setup process, get to the page where I select the modules to install, and after that it goes to an error page.  I tried with the Typical install as well with the same results.  I have deleted, recopied, and reinstalled this thing a dozen times.  Here is the kicker.  The error message I get is not helpful at all.  The error message simply says DotNetNuke Error and the OS.  I'm utterly stumped and at my wits end.  Anyone know what could cause this?

I'm going to throw another wrench in the works now.  I tried a few more times and found that once it errored out on a different page, so I set a high executionTimeout in the httpRuntime section of the web.config file.  This time it went right through the installation.
