so when i set myself as admin to english instead of dutch everything is fine so this must be a country related problem.

how to fix ?

Try using Firebug in firefox to look at which files are relevant to the menus

in host settings > other setting > i changed the configuration  from ribbonbar to iconbar and now everthing works fine also in my mative language.

Well done for saving me looking for this.
I found that DNNModule z-index at 1 and dnnActionMenu at 10 worked for me. Not a problem using the nice ribbon toolbar.
These low values may not work with stuff link video or flash underneath.
 
I posted about this issue with the RC other day - not so much to find the solution as to see if it was just me.  don't really want to use the new skin but it's nice to use the default skins on localhost and as a basis for new skins.

I am sure all DNN people have been really busy but I cannot see how this had not come up for someone when testing.
That said my two test upgrades to date have been without issue.

I had the same issue and i did delete my dutch CORE language-packs (I had two Dutch language packs!?) and then a installed the most recent Dutch languagepack form www.dnngg.nl.

After that, my problem was solved and I can use the RIBBON option.
I also had to make a correction to the z-index in my CSS.
