IIS 5.1 also have Application pools.  And there is also a user configured, by default this is set to the Network Service.  If you using the default app pool you have to add the network service to the root folder of your DNN instance, and give them change, write, execute and read permissions.

Be aware that DNN 6.x needed the .NET 3.5 installed on the client.

I'm still getting the errors on the "Install database" step but at least I applied the appropriate permissions to this folder.

Nevermind, I got it. My local copy of SQL didn't have the latest service packs so I'm using a database on the network and it works fine now. Thanks to all who helped out.
