It could be happend on Domain restrictions, contact your Domain Administrator for help.

 thats what im trying to find out.  The admin doesnt know what could be doing it.  So im trying to find out how the admin and host menu runs and i can narrow it down for him.

Perhaps administrator rights on the client computer could solve your issue.  We could not help to configure NAP for a Domain about we have no knowledge your Administrator have configure it!

Otherwise you need help from a MCTS or MCITP of Windows Server 20xx Administration.

there might be a javascript issue, please clear local browser cache and cookies. Which browser and version are you using?

I have admin rights and we reinstalled Java and and cleared everything. and its still doing it. 

Im using IE9 and FireFox 13

I have tested out its out on other computers here on the network and its looks like all of them are going to the samething.  Something got pushed out or turned off.  If your not part of the Domian it works fine. The admin does not know what happend.
