For what it's worth, I was having the exact same problem on the 7.0 Release, and adding runAllManagedModulesForAllRequests="true" to the node in web.config didn't fix it for me.
However, after a lot of time spent investigating, I got to the bottom of my issue: I have the site behind an NGinx reverse proxy, and nginx cuts away HTTP headers with underscores in them by default (since they are considered non-standard). The DNN API code relies on the __RequestVerificationToken HTTP header being there to validate its requests, and so its absense was causing the issue for me.
I fixed the problem by allowing such headers through, and I can now go into Edit mode successfully!

Now, I realize that this problem is very much specific to our environment, but I believe this problem can easily crop up in corporate environments where the public-facing website is behind a reverse proxy, so I hope somebody finds this useful.
It may also be a good idea to add this to the wiki, since headers with underscores aren't really standard, and so the production environment may need to be configured.

In general we do not support reverse proxies unless they are completely transparent to the application...

Thanks Erik. I understand that the technical reason for not supporting reverse proxies is likely that this scenario is just untested, or is there more to it?

Apart from the Issue you found, there is also the issue with URL's. Depending on how the reverse proxy is configured, it may send a different URL to DNN than one that is actually requested by the remote user. That has several effects on the way DNN works. ie, this internal url may be surfaced to end users because of the way the friendly url provider works

I've run into this issue as well on DNN 7 fresh installation, but only after building 75% of my site.  The problem started after installing either Will Stohl's DNNTweet or installing and configuring a few news feeds for MfsFeedBurner.

I've tried setting runAllManageModules to true as described and cleared cookies along with trying private browsing with no success thus far.

I don't have access to the server to work directly with IIS, but have some IIS access through their control panel.  Strange though that this problem cropped up as it did after installation of a modules I've used on other sites.

 Any ideas are greatly appreciated.  Thanks.
