Did you grant "Full Control" permissions to Network Service or to the identity the app pool runs under?

Let me know what other permission I need to define, in this one everything one is having full control.

Okay, so the problem is that the App Pool identity doesn't have full control over the folder.

To fix this:

1. Grant "NETWORK SERVICE" full control over the folder in the properties of the folder.
2. In IIS Manager, open the Advanced Properties of the application pool the site uses (normally the same name as the site "name" in IIS). Change the identity is uses to NetworkService (instead of application pool identity).
