that's correct - I'm afraid I'm mostly out of ideas. Are you running a custom skin on that page, perhaps try using a default skin (in case some broken javascript is causing the issue - though that should cause a javascript exception and not a webresource.axd 404) - I'd also recommend you find the telerik.web.ui.dll in the bin folder and verify that it is the 2013.2.717.40 version (right click to get to properties)

Seems when I check the properties for Telerik.Web.UI.dll, the description, file version, name, product version, and original filename are missing. I went back and got fresh download for upgrade and new install, unblocked the zip and both those dll information is missing. Could they be corrupt?

I downloaded DNN.7.3.0 package and Telerik.Web.UI.dll is also missing the file version information.  DNN.7.2.2 does have the correct file version info but it doesn't fix the WebResource.axd 404 problem. So maybe a future version will solve it.

sorry, I forgot that that was changed (http://www.dnnsoftware.com/community-... ) - for some reason the special packages telerik give us don't show the version anymore via system properties - its still there but you need to look at it in something that reads .net assembly versions (e.g. dotpeek, vs.net) - anyway it was a long shot, but doesn't seem it's that. I really don't know what it is then I'm afraid - 7.3.2 is out shortly and it fixes a few minor IE11 javascript issues on the page management page, perhaps that will resolve it
