You may have some corruption if there were some false starts, or your user tables may be out of sync for some other reason.

There is a script here to get your user tables back in sync:

User Accounts Unavailable

If that doesn't work, you should revert to your backup and start over.

Thanks for the quick reply, John!  It looks like it was a combination of a few things, one being the cleanup script you posted and the other being open fields in the Users table.  I found this post a reference to help me fix the problem:

Thank you so much for all your help!!

It depeneds.  Do you already have users you want to keep in the DNN 4 instance?  If not you could do this by upgrading the DNN 3 instance (or a copy of it) and then just replacing all the membership tables in the DNN 4 instance with the membership tables from the upgrade.

If you already have users in your DNN 4 instance, and you want to keep them, then you would have to resolve conflict for any that match.

All that being said, you really shouldn't need to keep UserIds when moving users.  The UserId should only be an internal field.

What I'm trying to accomplish is to move my users into a clean installation of dnn 4. The current version is 3.2.2 (source), which was upgraded from 2.12. I *think* it may be better to start with a clean installation rather than going through another upgrade nightmare.

I need to perserve userids because I used them in some custom modules and they would break if I changed the ids. Those records would no longer be attributed to those users, which would cause all sorts of legal problems.

Another issue is that I need a way to change the username. Since a user cannot change there username, I thought the best way to do that is during an import process.
