The correct fix for this is as follows:

REMOVE the Portal Aliases module on the Site Settings page.  This can be acheived by using the Delete Action on the Actions menu.  The module is no longer used as the functionality was incorporated into the Site Settings module.

In 5.0 there is NO Portal Aliases module.  Unfortunately, while the upgrade and install scripts were updated to reflect this, the code in Upgrade.vb which adds the Portal Aliases module was not - hence the problem.
