This happens when the javascript files for valiation are not included in your IIS instance e.g. it can happen when you install the .net framework before you install IIS.

To fix this, just follow the instuctions i.e. open a dos command prompt and type the following:

cd C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322

aspnet_regiis -c
