I installed 4.9.4 plus a few modules and when I did "create portal" I got a new portal from the default template but with no images.

I took a look at the Portals/1 folder on the server and saw the the image files that were on Portals/0 were not copied to the new portal's folder.
I solved the problem by copying the files manually.

Does anyone know why this is happening?

Make sure, the ASP.Net account has full file system permission to create folders and copy files.

It is the same account that IIS used to install DNN and that went smoothly. Could this account have all the permitions to install DNN and install all the modules and then not have the necessary permitions to create and copy files and folders when creating a new portal?

are you using same windows account for your application pool you use for remote login or your hosting panel uses?
