I was wrong, it did not fix the issue for long. This "Under Construction" business is happening every day almost. The time's vary too. This is extremely annoying and frustrating. It's like I have to babysit the site 24/7 to ensure it's up and running. I'm failing miserably to find a reliable solution to this.

Does any body have an idea why I'm been rederect to the install/underconstruction.htm page? There is got to be something internally doing this. I did not made any changes to any of the config files or find a place to point to my ip address. Please help thx.

Try disabling the cache scheduler. It worked for me.

Host > Schedule

I found in few cases that after a process of upgrading a site from old versions this issue can happen since the web.config is very old and loaded with offending code from the past. Especially when you move to .NET 4.0
My solution is to :
1. (Backup original web.config first)
2. Copy the web.config from the INSTALL zip of last update version you used to the site.
3. Copy the 2 connection strings from the backup to the new web.config
4. Copy the 2 Machine Keys from the backup to the new web.config
5. Make sure that in
< codeSubDirectories>
< /codeSubDirectories>

You have the code from the old web.config (this are for modules that are not compiled)

And you should be ready to go. I hope :)

Oh, and if you get a telerik error after that, just copy to the bin directory the Telerik.Web.UI.dll from the same last zip you used the config.web file.
