Just installed DNN 06.01.03 Community Edition, but it looks strange, like there is no css file.
My platform:
Windows 2008 R2
SQL 2008 R2
IIS 7.5

what am i missing

Try going to the following URL in your browser (replace localhost/dotnetnuke with your url)

http://localhost/dotnetnuke/portals/0/portal.css

Does that file load? If not, it is likely that something is misconfigured in IIS

File does not load.
I checked folder and portal.css is missing.

How about /portals/_default/default.css?

Is that missing too?

If so, I would recommend doing a fresh install of DNN, you're missing some important files.
