I recalled seeing reference to this issue which occurs when spaces (%20) appear in the url somewhere before and finally found it again in Stack Overflow:

Thank you William and Sebastian.

William, your answer resolved the issue. When I created the site, somehow the folder name was also the site name. I move the contents of the sub-folder to the root folder, updated the site alias default to be the root folder and am now able to access the Admin Settings.

Thank you Sebastian. William's sub-folder "spaces" suggestion resolved this issue. I appreciate you quick response.
