I encounter the same bug but with a little difference.

My DNN version: 7.0.6
When I tried to move (up, down, top, bottom) a module in a pane, I will get the "Authentication Required" pop-up window. Strangely it only happens to certain modules, not all of them. 

The problem is solved though, by changing to "Ribbon bar".

I ran into this issue recently but on a single page. Turns out I had some code in a module with this:

language="javascript>

The missing quotations marks were enough to disable form validation in the module and pop up an authentication dialog when I tried to edit the page.

Clearly there are many causes of this issue. Would be good to get to the bottom of it.

Well in my case I tried everything in order from this post and what fixed it was to clear the cookies in the browser. I then restored my web.config to the state before the changes and it kept working fine. So maybe try clearing cookies before anything...
