I think this might be related.   Seems like we are not the only ones having issues.

 FYI, when I try to replace my web.config file with one from a fresh dnn 7 install I get jquery not found popups. 

 I would say that is unofficial confirmation that I too have the same problem.

fyi, after comparing the web.configs and reinstalling the module, and updating to 7.0.3 I no longer have the problem.
