I first  found that the controlbar was not letting me add modules.

I changed to the ribonbar and could do all functions

I then noticed that the journal will not  allow posts: returning and "unauthorized" pop up error

I then noticed that I cannot move modules from one content area to another, or rather the changes do not persist through a refresh of the page -they appear to move when requested through the ui but when the page is refreshed it is lost.

I am on a server 2008 web server. Is there some permission that is stopping the app from re-posting the page . the html editors etc  do not seem to have any problems.

I cannot find any events or errors in the dnn logs or the server logs.

Thanks for reading this and any ideas or thoughts are appreciated

Hopefully you'll get a better answer than this, but, if it helps, I think all of those functions are now sent through the services framework. I suspect the "unauthorized" response you're occasionally getting is due to some issue in how your server is handling requests to the services framework in DNN 7.

So, you might try googling around for something along those lines.

I feel you are pointing in the right direction. Too many things are out of order.

I did do a manual install and set the file permissions manually so I could have something wrong....

Any further input is really appreciated.

I have further found that if I use the ribbon bar pages tool to move a page from one menu location to another, the change appears but does not persist through a page refresh.
I am certain that the permission test passed when the site went through the install wizard

I too was having trouble with the control bar and switched to ribbon.  I just started another thread, but I'm thinking the issue I'm facing is very similar to this.  Same thing, if you move a module, it moves, but on page refresh nothing happens.  I do get MAC error in the logs at times. 

DNN 7.0.2   IIS 7.5   

 I tried the web.config fix mentioned in these forums, but that is for iis 7.

 Elijah have  you found a fix yet?
