The  "/localhost/prodTest"  version 7.1 site starts but is getting popup error message.

It sounds like you may have deleted the Getting Started page from your site.  By default, DNN will try to popup the getting started page in a modal dialog box after the first install.  If this page doesn't exist (there is a portalsetting which defines the getting started page), then you will get a 404 error when the system tries to display the page.  It might be a problem with the template that you used for creating the site (the blank template that is included in 7.1 has a bug).

What is the directory/filename required?    I'll check both the original install package and installed website.

I used the downloaded Install package's Default template.  I did not delete any files as the site automatically opened at the end of the install.

If you create a new DNN 7.1 site with the default template (which contains no home page) you can get a 404 error.

The solution is to set a 'home' page for the site in the 'Admin->Site Settings' page.

This is a known issue which already has a bug raised.
