If your current skin is coming from the Host, then the path from the web root is /Portals/_default/Skins/{skinname}/{template}.ascx

If your current skin is coming from the current Portal, then the path is /Portals/{PortalID}/Skins/{skinname}/{template}.ascx

If this is your first portal then the ID is usually "0" unless you customized it during creation.

If your Portal does not currently have skins (and containers) selected in Site Settings / Appearance ("<Use Application Default>" in 5.x), then you need to be logged in as Host, go to Host Settings Appearance / Host Skin and the name in the drop down should match {template} above.

If you just need to change the size of the Panes, then you can probably just add the necessary class="{className}" to the elements you want and put your CSS in portal.css (Site Settings / Stylesheet Editor).
