I have set up a template for new pages.  Is there a way to apply the template to existing pages?

i'm afraid not, page templates are only used at page creation time.

you can add an enhancement request at support.dotnetnuke.com but I think it's a tricky piece of functionality . If you're just looking to add a module to all pages you can add it to one page, edit the module settings and under the advanced section check the "add to all pages" option.

I wonder if you could just take the long way around?

Export your content, create a new page, apply the template, then import the content back into the page.

Or just create a new page with the previously mentioned template, and copy the content into the new one using the "Copy From Page" option, in the new page's setup.
