Tried the changes suggested by steigemannp above. No change. Had to roll back to 6.2.

I appear to have fixed this in Visual Studio Pro 2012 by:
1. Going to View, Start page
2. Selecting Discover extensions, add-ons and samples.
3. Uninstalling the NuGet extensions
4. Reinstalling them.

Hope that helps,

I deleted all data in the file system and the database. Thereafter, I performed a Clean full installation of DNN 7.0.3. So far every thing seems to functioning. However, a lot of work to reproduce all users, roles and pages.

Ditto, I am seeing the exact same problem going from a working 6.2.6 and using the manual upgrade. I really don't want to have to do a clean install or break out VS for this.

I did exactly what steigemannp said to upgrade 6.2.3 to 7.0.3 and i confirm too that it worked great ! thank you.
For information, you haven't to replace 3.5 to 4.0 everywhere in the web.config, do just where steigemannp said, and the install is replacing other values where needed.
