This is what I did and it seemed to work (I had problems after, but I think that is related to other modules not being updated before I upgraded -- still working on that issue):

1. Stopped site and ran backup of database and web folder
2. Change app pool in IIS from 2.0 to 4.0
3. Edited web.config and replaced all entries of 3.5.0.0 with 4.0.0.0 (yep, replaced all)
4. Extracted Upgrade 7.0.4 zip and copy/pasted into site folder
5. Ran IISRESET
6. Started site. Upgrade went smooth.

I followed your steps exactly, and it worked like a charm. Previously, I was having the same issues as most other posters here.

I've search this site and the DNN creative site and couldn't come up with any instructions that worked.
