I am also having this same problem and I can't find a solution. I can consume feeds from an outside source, but not from the announcement module (4.0.3) or the Blog module (4.0.0). I have the RSS Feed (4.0.1) on a different page than the announcements and blog. Using DNN 5.3.1. Any help or solution would be amazing!

I am sorry, but no luck so far! Nobody seems to know anything about this issue!

However I have found the following difference between the 2 servers, the one that is not working has as owner the NT AUTHORITY\IUSR user and the one that is working has as owner the IIS APPPOOL\DefaultAppPool user. I stumbled upon this thread http://stackoverflow.com/questions/2297359/dotnetnuke-news-feeds-rss-module-seems-to-require-hard-coded-authentication that mentioned this issue. Maybe this is the problem. I will see if the people that manage the server that is not working will be able to change the user that has the rights over the DNN root folder.

I have finally figured out the problem in my case, the server space provider had not added a rule in the firewall to allow the RSS Feeder to access it's own resource and in the hosts file was not set the line with 127.0.0.1 localhost and 127.0.0.1 mydomain.com. After I have modified this options myself on site with the permission of the server provider everything worked fine
