Running 5.2

I had English - CA, English - US, French - CA on my site. 

Someone on my team was updating stuff and somehow messed up French-CA.  I went in to the extensions and it wouldn't load.  The error in the event viewer is below.(removed some identifying fields) 

I then tried to create a new language pack based on the English - CA.  This didn't help so I deleted it and now English - CA doesn't work either and neither show up in the Languages drop downs.  I have no idea what to do at this point!  Any help would be greatly appreciated!
(Language packs were based on ver 4.9)

please make sure, the language has been deleted from Languages table in the database and is not used as default in SiteSettings or user profile.

Thanks Sebastian, the new language I was trying to create wasn't being used, I just created and deleted right away. I don't understand why this would delete the original "parent" lanugauge though?! Thankfully, all the resx files are still there, but all the DB entries are gone...which is probably why I am getting this error.

So in conclusion, Extensions still show English - CA and French - CA, but neither shows up in the database! Not sure how I can recover from this, but I am able to replicate in my dev environment and try to figure this out. Please let me know if you have suggestions. Thanks!
